For individuals voting absentee, a ballot must be promptly supplied, and the burden to facilitate absentee voting must not be placed on Sheriffs or the NYC Department of Correction to administer voting programs, but on the local voting agency.
Simplify Registration and Voter Education:
Take the burden off Sheriffs and the NYC Department of Correction staff and give it to the Boards of Elections. Ensure continuous registration, voter education, and access to local Boards of Election and non-partisan organizations.
Create Tracking and Enforcement Mechanisms:
Monitor the progress and success of voting in jails, and provide for the timely response and enforcement of all requirements to prevent disenfranchisement.
